Hub Process Coordinator - (August 2017)

Hub South East Scotland Ltd (HubSE) is development partner to public sector bodies in Edinburgh the Lothians and Scottish Borders, working together to deliver quality community infrastructure and better local services. The first of five Hubs set up across Scotland, we have successfully delivered £190m new and refurbished facilities for our public-sector clients, with £350m under construction or development.

We now have an exciting opportunity for a Process Coordinator to join our teams based in Edinburgh.

Working in partnership with the Hub South East team, you will have responsibility for programme management functions including, Key Performance Indicators, Supply chain management, Performance reporting, Operational procedures and policies, quality monitoring and business support.

Key Responsibilities:

  • Lead on and project manage all Hub South East coordination, monitoring and reporting functions associated with our programme Key Performance Indictors.
  • Lead on supply chain communication and development initiatives.
  • Lead and project manage regular performance reporting to the hub Management Team and hub Board, including the coordination, review and management of Board Reports, including:  project reports, KPI’s, Risk Registers, Development Plans and the like.
  • Support the Operations and Development team with the preparation and evaluation of bidding processes, this will include Contractors, Designers and Advisor appointments.
  • Maintain and update hub programme reporting and project tracking tools, systems and reports.
  • Lead on and project management the routine development and adaption of our operating and procedural method statements and policies.
  • Support quality monitoring and internal quality assurance functions, including all relevant business management functions and systems.
  • Support the development and preparation of key submissions to clients, including reports and proposals for projects.  

Experience and Qualifications:

As the successful candidate, you will/have;

  • Experience of coordinating, collation and reporting of performance data
  • Strong administration skills within a fast-paced environment.
  • Excellent interpersonal skills with the ability to positively influence others
  • Pride yourself in being highly organised with excellent attention to detail and accuracy in your work.

Development Manager (July 2017)

The first of five Hubs set up across Scotland, we have successfully delivered £190m new and refurbished facilities for our public-sector clients, with £350m under construction or development.

Role Overview:

We are looking to strengthen our HubSE Team by appointing a Development Manager to lead, coordinate and work with numerous parties in-order to develop bespoke capital and revenue funded community infrastructure projects from inception through to financial close.

Key Responsibilities:

Work with Clients and SFT to understand and scope out the required outcomes of identified and potential Hub projects

Identify appropriate and affordable funding solutions ensuring affordability and the provision of value for money.

Undertake feasibility studies and establish teams as required.

Develop projects which satisfy all the requirements of our business processes. In doing so, lead teams in the development of the following:

  • Architectural, Structural, and Services Deign to RIBA Level E or equivalent.
  • A suite of Legal, Financial, Insurance and Technical agreements based on SFT Standard Form Contract.
  • Sub-Contract Agreements with both Construction and Facilities Management Supply Chain Partners, including Technical output requirements.
  • Compliant and affordable Stage Reports
  • All funding documents including financial models incorporating SPV, Lifecycle and Maintenance costs.

 

Assess the key risks associated with proposed developments and ensure that these are mitigated or that provision is made to accommodate those risks.

 

Promote and support pipeline growth, including working with Clients to develop schemes which are being assessed for their strategic case for investment or through internal business case process.

Support development and extension of supply chain partners.

Consultant appointment, cost planning and design reviews.

Initiate the development of standardised details and components on each of the facilities.

Ensure that design teams are appointed with suitable competence and are willing to adhere to standard processes and detailing to ensure quality during construction.

Ensure checks and reviews are in place to audit the PSDP deliverables at routine intervals during Stage 1 and 2 development.

Key External Stakeholder Relationships:

It will be essential to establish close and strong relationships with a range of stakeholders. These include (but are not limited to);

  • Clients
  • Hub South East Board members and colleagues
  • Territory Programme Director
  • Scottish Futures Trust
  • Private Sector investment partners.
  • Other Hub companies
  • Supply chain partners

Experience and Qualifications:

  • Strong understanding of HubSE processes and, ideally, experience of their implementation
  • Strong understanding and experience of developing and implementing business cases
  • Strong understanding and experience of partnership working and PPP-type contracts
  • Thorough knowledge of revenue funding mechanisms (NPD, DBFM,PPP)
  • Strong experience of implementing value engineering within a partnering environment
  • Understanding of the drivers shaping Scottish public sector policy and actions
  • Sound commercial knowledge of the Scottish Government’s Standard Form of Contract for DBFM Hub Projects.
  • Strong personal commitment to partnership working
  • Credibility at senior level with public sector participants, SFT and others
  • Ability to manage innovation within a highly regulated environment.
  • Familiarity with the preparation of business cases and project bidding
  • The ability to promote the hub vision with confidence, energy and enthusiasm
  • A background in construction and-or development
  • Strong diplomacy skills
  • Excellent judgement
